Energy Bureau of the implementation of private investment in energy policies to create a fair competitive environment

According to the State Council executive meeting of the twenty-third National Energy Bureau and to the study of the spirit, the folk investment policy energy field, solve the problems of private enterprises to reflect, to eliminate policy barriers to private capital participation in energy construction, and create a fair competition environment for private enterprises.

　　近日，国家能源局会同全国工商联召开座谈会，在直接听取电力、新能源、煤化工和石油天然气等领域有关民营企业意见和建议的基础上，研究细化《国家能源局关于鼓励和引导民间资本进一步扩大能源领域投资的实施意见》和《电监会关于加强电力监管支持民间资本投资电力的实施意见》两个实施细则的具体措施，制定了《国家能源局落实民间投资政策工作方案》，梳理出简化火电和电网项目审批程序、支持民间资本进入油气勘探开发领域、拟定准许进口和使用原油的炼油企业资质标准、支持民营企业投资建设分布式新能源及小水电项目等20项工作任务，并明确任务分工和时间表。

Recently, the National Energy Bureau jointly with the National Association of industry and Commerce held a forum, based in to hear directly from power, new energy, coal chemical industry and oil and gas fields related to private enterprises comments and suggestions on the concrete measures of refinement, "opinions" on the national energy board to encourage and guide the private capital to further enlarge the investment in the energy sector and "SERC about strengthening the electricity regulatory support the private capital investment in power of the implementation opinions" two rules, formulated the "implementation of National Energy Bureau folk investment policy programme of work", to tease out the simplified fire power and the power grid project approval procedures, support the private capital entering the exploration and development of oil and gas fields, to permit the import and use oil refining enterprise quality standards, support the private enterprises to invest in the construction of new energy and distributed small hydropower projects such as the 20 task, and a clear division of labor and schedule tasks.

　　下一步，国家能源局将根据工作方案，抓紧研究出台简化火电核准支持性文件方案、天然气基础设施建设与运营管理办法等配套文件，着力打破“玻璃门”、“弹簧门”等隐形障碍，推出一批有利于激发民间投资活力的煤炭深加工、新能源、生物液体燃料等示范项目，将能源领域民间投资政策落到实处，发挥实效。
